Split into rules/

Past a few hundred lines, split the monolith: a .claude/rules/ folder with one file per concern (scope-voice.md, pricing.md, exclusions.md). Claude pulls the relevant rules for the task at hand instead of hauling everything everywhere. Building a proposal generator? It loads the voice and pricing rules; a takeoff task loads the takeoff rules.
